Eastbourne in the 2021 census: 45,609 households, 62% houses, 38% flats.

At 37.6%, flats hold a far larger share of the stock than a town of houses would suggest, split between 27.2% purpose-built and 7.8% cut out of former dwellings, while private renting reaches 26.6% and ownership sits at 59.7%. Both figures point the same way. A flat lies over someone else's ceiling, so impact sound becomes the first constraint and a lease frequently sets a minimum rating; a converted floor adds irregular joist spacing and tired boards that have to be levelled or overboarded before anything goes down.
