Just under half of Edinburgh's homes were built before 1945 and 66% of the stock is flats — a higher share than any other major UK city apart from Glasgow. Both facts push in the same direction. Tenement flats sit on timber joists shared with the neighbour below, so impact sound insulation is the first specification, not the last, and many titles and factor agreements say so explicitly. The floor beneath is usually original boarding that is neither flat nor consistent, so levelling comes before choosing. In the Old Town, Leith and Inverleith conservation areas, and in any listed tenement, removing that boarding needs consent. Western Villages and Silverlea at Granton are the exception: new screed, underfloor heating, engineered wood.
Edinburgh's tenements put flats over flats behind stone facades, and in the New Town a great many of them stand inside a conservation area or a listed terrace. That combination is unusual: the floor is governed from below by the flat underneath and from outside by the building's protection.
Two sets of rules therefore apply at once. The title deeds usually set a minimum for impact sound underfoot, and the listing governs what may be done to original fabric — including lifting historic boards. Both are settled before a board is chosen, not after.

Herringbone or chevron for a Edinburgh home?
