GU21 and GU22 are the districts in scope, inside the county of Surrey. Purpose-built flats alone reach 22.7%, and private renting has climbed from 15.7% to 21.1% since 2011, so a fair share of work sits above someone else's ceiling: impact sound rating, not just the wearing surface, decides what may be laid.
